Export Regulations
Carbon Fiber and its final products are subject to various export regulations. Exporters of the subject material and goods must get export licenses depending on type of a product and a destination country. These applications shall be subject to strict examination by the Ministry of Economy, Trade and Industry’s Security Export Control Division.
The objectives of the export regulation is to prevent Carbon Fiber, a high technology material, from being used to build arms such as nuclear weapons, missiles and bio-chemical weapons among others.


 
Basic Stance of JCMA
Japanese Carbon Fiber manufacturers are obliged not only to observe the regulation but also to make reasonably sure of that the fiber and its products exported by them shall never violate the regulation.
In this connection, JCMA is always alert to the future development of the regulatory systems imposed by the world communities.


  Actions being taken by JCMA
- JCMA makes petition to the Ministry to simplify and speed up the export approval procedures by the authority .
- As a member of the Center of Information on Security Trade Control (CISTEC), JCMA is always alert to future development of the regulatory system imposed by international community and by Japan. The objectives are to guide the JCMA members to abide by the regulations by feeding them the latest information through JETRAS, Japan Electronic Open Network Trade Control System operated by Center of Information on Security Trade Control (CISTEC).

- As a member of the Business Council for Smooth Trade and Investment, JCMA makes approaches to Japanese government to put the current issue of investment to and trade with various countries on the table of government-to-government negotiation.
